A temporary structure is not ready because the final roof sheet is in place. It is ready when the event team can operate it safely, suppliers can work around it, and the public can enter it with confidence. For major events, handover is where technical planning meets reality. Ground conditions may have changed since the survey. A delivery route may now be restricted by another contractor’s plant. A last-minute hospitality layout may affect emergency exits, power demand or access for catering. These are manageable issues when they are raised before the structure is occupied. They become much harder to resolve once staff, guests or production crews are working inside.
Why structure handover needs proper control
A marquee or temporary event structure is only one part of a working event site. Its safety depends on how the structure, flooring, utilities, crowd routes, furniture, plant and operational teams work together. The handover should therefore involve more than a signature from the build crew and an organiser.
For a small private event, a straightforward inspection may be sufficient. For a public festival, agricultural show, city-centre activation or broadcast compound, the process needs more structure. There may be multiple contractors, restricted vehicle movements, public interfaces, security arrangements and detailed documentation to coordinate. The handover record provides a clear point at which responsibilities transfer and outstanding actions are visible to everyone who needs them.
It also protects the programme. Finding a missing fire point, an unprotected cable crossing or a blocked emergency route during doors-open is not a minor inconvenience. It can delay opening, create friction with authorities or leave an event team making rushed decisions under pressure.
Event structure handover checklist: what to inspect
The strongest handover process follows the way the structure will actually be used. Walk the site from the perspective of a guest, a wheelchair user, a caterer, a security officer and an emergency responder. Then inspect the back-of-house areas with the same care as the public-facing space.
1. Structure, anchoring and weather readiness
Confirm that the installed structure matches the agreed design, including dimensions, entrances, roof configuration, sidewalls and any linked units. Check that all anchoring, ballast or ground fixing is complete and that no fixing points have been disturbed by subsequent works.
The responsible build manager should identify the applicable wind management arrangements and explain what action is required if conditions worsen. This may include monitoring forecasts, closing particular doors, removing loose branding or suspending use at agreed wind thresholds. The precise approach depends on the structure, site exposure and event use, so it should never be treated as a generic tick-box exercise.
Inspect roof covers, gables, leg sections, gutters and joins for tension, damage or water ingress risks. If rain is expected, establish where water will shed and whether surrounding ground protection, drainage and pedestrian routes can cope. A sound structure can still create an unsafe approach if runoff turns an entrance into mud or standing water.
2. Floors, thresholds and accessible routes
Flooring requires close attention because it carries guests, equipment and, in some cases, vehicle loads. Check that panels are level, locked together and supported correctly, with no lifted edges, gaps or movement underfoot. Confirm the design load is suitable for the planned furniture, catering equipment, staging and footfall.
Review every threshold between the structure and adjacent surfaces. Ramps, transition strips and temporary paths should be secure and appropriate for wheelchair users, pushchairs and service trolleys. Where the site is uneven or exposed, a route that looked acceptable during build can become unsuitable after rain, heavy traffic or a change in layout.
Make sure handrails, edge protection and steps are fitted where specified. If the public is expected after dark, inspect the route at the lighting level that will be used during the event, not simply in daylight.
3. Fire safety, exits and occupancy
Emergency exits must be clear, correctly positioned and usable without specialist knowledge. Check that exit doors open as intended, exit signage is visible, and furniture, displays, queue barriers or stock have not narrowed escape routes. Temporary layouts often change late in the programme, which is why this check should happen after tables, bars, staging and branding are in place.
Confirm the agreed occupancy and ensure the layout supports it. Capacity is influenced by available exit widths, circulation space, seating arrangements and the type of activity taking place. A seated dinner, standing reception and public exhibition do not place the same demands on a structure.
Fire extinguishers, fire blankets and alarm arrangements should be in their allocated positions, accessible and understood by the event team. Where catering is present, check the separation of cooking equipment, fuel supplies and waste from public areas and structural fabric. The relevant fire risk assessment and emergency plan should be available at handover, with any site-specific controls explained.
4. Electrical, heating and mechanical services
Power should be inspected as a complete system, not merely confirmed as working. Check distribution boards, cable routing, protection at crossings, temporary lighting, emergency lighting and the location of isolators. Cables should be secured or protected where they cross walkways and kept clear of doors, vehicle routes and areas likely to flood.
Confirm that power capacity reflects the final schedule, particularly where caterers, production suppliers and exhibitors have added equipment after the initial plan. Overloading is often created by small additions rather than one obvious item.
Heating, cooling and ventilation also need operational checks. Heaters must have appropriate clearance from walls, linings and furnishings, with fuel arrangements managed safely. In warmer conditions, the issue may be air movement and occupant comfort rather than heating. A fully enclosed structure with high guest numbers, kitchen activity and afternoon sun can become uncomfortable quickly without a practical ventilation plan.
5. Access, logistics and working areas
Before handover, agree which vehicles can still access the site, when they may do so and where they can unload. A lorry reversing beside a live entrance, or a late supplier attempting to cross a public route, can undo careful planning in minutes.
Check that service doors, loading bays and back-of-house routes remain usable. Catering teams need room for deliveries and waste movement; security teams need clear sightlines; production crews need a route for technical adjustments. Mark any areas that must remain clear and ensure the operational team knows who controls access.
This is also the point to inspect fencing, pedestrian barriers, ground protection and external lighting. They are not secondary items. They determine how safely people reach, leave and work around the structure.
6. Documentation, defects and responsibility
A handover should leave the event manager with the information needed to run the site. Depending on the project, this may include structure details, inspection records, electrical certification, layout plans, fire information, wind procedures, equipment instructions and contact details for key personnel.
Record all defects and incomplete works clearly. Minor snags are normal on complex builds, but they need an owner, a deadline and a method of confirming completion. Avoid vague notes such as “check door” or “lighting to follow”. State the location, issue, required action and person responsible.
Agree who may authorise changes after handover. If a client wants to relocate a door, add a banner to a gable or bring additional equipment into the structure, the request should be assessed before work begins. Uncontrolled alterations can affect safety, loading and compliance.
